  1. Puree white beans, liquid from artichoke hearts and garlic in a food processor until smooth.
  2. Add artichoke hearts and green onions; pulse on and off until finely chopped.
  3. Stir in bell pepper, lemon juice and resemary.
  4. Cover and refrigerate for serveral hours to allow flavors to blend, season to taste with salt and pepper.
  5. Garnish with sliced green onion tops and serve with vegetables or breadsticks.
