  1. In large pot over high heat, bring to a boil potatoes, onions and enough salted water to cover. Let simmer for 8 minutes or until potatoes are tender. Drain potatoes and onions; set aside.
  2. In same pot, over medium heat, cook next 3 ingredients 1 minute or until heated; remove from heat.
  3. Return potatoes and onions to pot. Using hand masher, mash potatoes, onions, and milk mixture until smooth. Stir in chives. Season with salt and pepper. Garnish with chives.
