  1. Using a large skillet, brown the ground beef over medium-high heat, breaking up the meat while cooking. When the beef is browned, remove excess grease.
  2. Add the ginger, garlic, crushed red pepper and honey to the beef and continue to cook until the meat mixture looks caramelized, and the dish reaches at least 160 F, about 7 minutes. Stir in the soy sauce, salt and pepper.
  3. For each serving, place 1 cup warm rice in a soup bowl. Top with a generous scoop of the ground beef. Arrange the cucumber, radishes and green onions along the sides of each bowl, then serve. Makes 4 servings.
